Requirements

Commercial Seed Import Requirements for Companies

  1. The company must have a valid Commercial Registration (CR) that includes the activity of seed trading or selling.
  2. The company must employ a qualified agricultural engineer.
  3. The company must have a licensed shop or warehouse approved by the competent authorities.
  4. After fulfilling the requirements, an application for a Seed Import License must be submitted through the Naama Platform. Once the license is approved, import requests can then be submitted through the system.
  5. The seeds intended for import must be registered with the Ministry. If a company wishes to import a new seed variety, an application for seed variety registration must be submitted through the Naama Platform. The variety will undergo the required variety testing procedures, and once approved, it will be officially registered and permitted for commercial import and sale.
  6. The Seeds, Seedlings, and Plant Propagation Materials Regulation must be reviewed and complied with.
  7. An import approval must be obtained from the Ministry prior to shipment, in order to review the requirements and documents that must be presented at the port of entry upon arrival of the consignment.
  8. The exporting company must be pre-registered on the Ministry’s website. If the exporting company is not registered, it must be registered by providing an official letter stating that the company is a seed producer, stamped by the Ministry of Agriculture in the exporting country, and authenticated by the Saudi Embassy or through an Apostille certification.

Required Documents for Applying for Commercial Seed Import Approval (for Companies)
a. Proforma Invoice indicating the requested seed varieties.
b. Approved seed label.

After the import approval is issued, the applicant must review the conditions and documents required to be submitted at the port of entry upon arrival of the consignment

Commercial Seedling Import Requirements for Companies

  2. The company must employ a qualified agricultural engineer.
  3. The company must have a licensed nursery issued by the Ministry of Environment, Water and Agriculture (Operational License).
  4. After fulfilling the requirements, an application for a Seedling Import License must be submitted through the Naama Platform. Once approved, import requests can then be submitted through the system.
  5. The Seeds, Seedlings, and Plant Propagation Materials Regulation must be reviewed and complied with.
  6. An import approval must be obtained from the Ministry prior to shipment, in order to review the requirements and documents that must be submitted at the port of entry upon arrival of the consignment.
  7. The exporting company must be pre-registered on the Ministry’s website. If the exporting company is not registered, it must be registered by submitting a letter confirming that the company is a seedling producer, stamped by the Ministry of Agriculture in the exporting country, and authenticated by the Saudi Embassy or through an Apostille certification.

  1. Proforma Invoice indicating the scientific names of the requested varieties.
  2. Undertaking confirming that the shipment does not contain plants from the palm family (Arecaceae).
