1.	The company must have a valid Commercial Registration (CR) that includes the activity of fertilizer trading or sales.
2.	The company must employ a qualified agricultural engineer.
3.	The company must have a fertilizer warehouse licensed by the Civil Defense.
4.	The fertilizer or soil amendment must be registered with the Ministry.
5.	If the fertilizer contains restricted materials regulated by the High Commission for Industrial Security, the company must employ one of the following Saudi nationals:

A Saudi agricultural engineer
A Saudi chemical engineer or technician
A Saudi pharmacist or pharmacy technician
6. After fulfilling the requirements, the application must be submitted electronically through the Ministry’s website via the Hasad system. Once approved, import requests can be submitted through the system.
7. The Fertilizers and Soil Amendments Regulation must be reviewed and complied with.
8. An import approval must be obtained from the Ministry prior to shipment, in order to review the requirements and documents that must be submitted at the port of entry upon arrival of the consignment.

Required Documents for Importing Fertilizers and Soil Amendments

1. Analysis Certificate showing the components contained in the fertilizer or soil amendment.

2. Certificate of Origin

3. Copy of the invoice

4. Copy of the product label

5. If the fertilizer contains components used in explosive materials, the application will be referred to the High Commission for Industrial Security, after submitting the following documents:
   a. Civil Defense permit
   b. Certificate of compliance
   c. Annual demand letter
   d. Completion of the required forms
   e. Proof of employment of a Saudi agricultural or chemical engineer/technician
